Currently, reordering admission rules requires to dump the table, edit the SQL, then re-inject in the database.

This task is to add a field in the admission rules table, giving each admission rule a rank of execution.

This impacts:

• the database scheme
• OAR admission rule execution mechanism
• oaradmin admission rule mechanism
• OAR API (?)

Code is commited to oar 2.5.4+rc1.
